S. Tolkachev

Professor of the Department of Economic Theory, Chief Researcher at the Institute for Global Studies, Faculty of International Economic Relations, Financial University under the Government of the Russian Federation.

A graduate of the Faculty of Economics at Lomonosov Moscow State University. In 1992, he defended his Ph.D. thesis, and in 2001, his doctoral thesis on "Theoretical Aspects of the Functioning of the Military Procurement Market." From 1992 to 2000, he worked at the Department of Economic Theory and Fundamentals of Entrepreneurship at MSTU "STANKIN." From 2000 to 2003, he was the Head of the Department of Political Economy at the Moscow Institute of Steel and Alloys (MISiS). From 2003 to 2014, he worked at the State University of Management (GUU), serving as Head of the Department of Political Economy from 2012-14. Since 2014, he has been working at the Financial University. He has held positions as Director of the Institute for Strategic Planning and Economic Security Issues, Director of the Center for Industrial Policy, First Deputy Dean of the Faculty of Public Administration and Financial Control, Head of Department and First Deputy Head of the Department of Economic Theory, and Head of the Department of Macroeconomic Planning and Forecasting.

Author of over 500 scientific, popular science, and educational-methodological works.

Leader and participant in 30 scientific projects commissioned by state, public, and commercial organizations, including grants from the Russian Foundation for Humanities (RFH) and the Russian Foundation for Basic Research (RFBR). 

Member of the Union of Journalists of Russia.
